The upgrade item is obtainable by spinning Photo Discs at PokeStops or Gyms. However it has a low chance of dropping every day. It can also be obtained as reward for a 7-day streak of spinning at minimum one PokeStop or gym Photo Disc each day, and through event-specific Research Tasks.
